
Amended CPA-CAA Constitution
(As amended by the Annual General Meeting of the Association at its 31st meeting
in Barbados on Wednesday 19th July, 2006)
The Caribbean, Americas and the Atlantic (CAA) Region of the Commonwealth Parliamentary Association comprises of the 19 Legislatures, including national Parliaments like Trinidad & Tobago and Barbados, subnational Legislatures like Nevis Island and territorial Legislatures such as Montserrat and Turks and Caicos.

Through this three-day programme of discussions and workshops, this programme aims to have the following outputs:
To enhance the understanding and implementation of effective parliamentary procedures, practices, and legislative processes by sharing best practices and experiences between Caribbean and UK parliamentary officials.
To build on and strengthen professional relationships and networks between parliamentary clerks and officials across the Commonwealth Caribbean and the UK, encouraging ongoing collaboration, knowledge exchange, and mutual support on parliamentary issues.
Delegates from across the Caribbean attended a workshop organised by the Commonwealth Women Parliamentarians (CWP) network, ParlAmericas and UN Women Caribbean on the theme of ‘Making the Work of Parliaments Responsive to the Needs of Women and Men’. The workshop took place from 4 to 6 December 2024 and was hosted by the Parliament of Trinidad and Tobago in Port of Spain.
The workshop was opened with speeches by the Speaker of the Trinidad and Tobago Parliament, Hon. Bridgid Annisette-George, MP who is also the Vice-President of ParlAmericas; Tonni Brodber from UN Women Caribbean and Alisha Todd, Director-General of ParlAmericas. The CPA Secretary-General, Stephen Twigg also provided virtual opening remarks welcoming the delegates and reflecting on the workshop’s theme.
The States Assembly of Guernsey has hosted the meeting of the Standing Committee of the Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) from 10 to 11 January 2025.
The Bailiff of Guernsey and President of the States of Guernsey, Sir Richard McMahon hosted the visiting delegates in St Peter Port, the capital of the Bailiwick.

The workshop will bring together committee Chairs, Members, and clerks from legislatures across the region, including Trinidad and Tobago, Montserrat, Jamaica, Saint Lucia, Antigua and Barbuda, Belize, British Virgin Islands, St Vincent and the Grenadines, Guyana, Barbados, Bermuda, and the UK to facilitate peer-to-peer discussions on how to enhance effective scrutiny of government spending and trade policy.
